The Bill (Reg.№4241) envisages the legislative implementation of the External Testing of the Education Quality of the people who enters Universities and implementation of the disciplinary, administrative and criminal responsibility for violation of the order and rules of its conduction.
In particular the Bill envisages the entering of the people to the higher Educational Institutions after the results of the independent external testing and taking into the consideration the average grade of the document of the state example in the Total Higher Education.
The members of the committee deem that "the adoption of the Bill will let the citizen who goes through the external testing protect their rights in the course in case there would be violations".
